Tsunami ETRIS services responds with HTTP error 400&503 in EPOS Data Portal, but the URL is online

This issue was first discussed in #19414 (closed), since there might be the same cause on the ICS side for this Tsunami issue, as previously reported for GEOMAG.

Siting @roberto.vallone: "I'm testing on both prod and staging but some issues remain, at least for ETRIS services (WMS and WFS), even if the error code changed now from 503 to 400 while direct requests work."
